We believe that there are fundamentally pragmatic and effective approaches to our most pressing problems—a Blueprint—by investing in a road to recovery, a good government, and a vision of vibrancy, we can come back stronger than ever. Every problem is fixable.
Blueprint was born out of TogetherSF and is a project of Neighbors for a Better San Francisco. Blueprint has a clear point of view on what makes San Francisco work. Through content, community organizing, advocacy, and direct voter engagement, we are building the political home for people who believe in the values system of San Francisco, but who also recognize that a dysfunctional city undermines our ability to live up to these values.

Leadership

Scotty Jacobs
Scotty Jacobs is the Director of Blueprint for a Better San Francisco, a grassroots community of San Franciscans who believe that pragmatism and competence should always come before ideology when it comes to running our city.
Scotty's political journey in San Francisco started when he ran for District 5 Supervisor in November 2024. Through his rank-choice voting strategy with Bilal Mahmood, Scotty's campaign helped oust a Democratic Socialist incumbent and flip the balance of power on the Board of Supervisors. Scotty campaigned on many of the core issues that he now advocates for leading Blueprint, including clean, safe streets, a well-run government, and a vibrant city where residents, families, and businesses can thrive. Prior to running for office, Scotty was an executive in the consumer packaged goods industry, managing multi-hundred million dollar lines of business. Scotty is an elected delegate to the California Democratic Party and serves on the Board of the Alice B. Toklas LGBTQ Democratic Club, the oldest LGBTQ democratic club in the country.
Scotty is a fourth-generation resident of San Francisco and resides in District 5. Outside of his involvement in politics, Scotty is active in the local music, nightlife, and entertainment scene, and can frequently be found catching a set at one of his favorite local venues.

Jay Cheng
Jay Cheng is a political strategist & Executive Director of Neighbors for a Better San Francisco. Neighbors for a Better San Francisco (Neighbors) is an organization of long-time San Franciscans dedicated to electing responsible, bold leaders to local government.
Neighbors focuses on identifying and electing competent leaders to City Hall to address San Francisco's core challenges, including restoring public safety, solving homelessness, and enforcing fiscal accountability. Prior to joining Neighbors, Jay served as the Public Policy Director for the San Francisco Chamber of Commerce. He led the political and legislative strategy for San Francisco's business community, and spearheaded successful citywide ballot measure campaigns on behalf of small businesses and large employers.
Jay has worked in several public affairs positions, including Deputy Government Affairs Director for the SF Association of Realtors. He led the legislative strategy and campaign efforts for the San Francisco Association of Realtors, giving him a deep background in housing and land-use issues. Jay has also worked on and led several major candidates and ballot measure campaigns in San Francisco, including Elect Mayor Ed Lee in 2011 and Stop the Housing Moratorium in 2015.
Jay is a strong advocate for the Asian American community in the Bay Area. He is the former President and still serves on the board of the Edwin M Lee Asian Pacific Democratic Club. In his personal time, he also volunteers as a live auctioneer for Asian Pacific American non-profit organizations.
Jay lives with his wife and young son near the Presidio.
